In Lisbon, Europe agreed that the challenge of globalization can only be overcome if a great commitment is shown to constructing a highly competitive, knowledge-based society, creating more and better jobs that are economically stable, skilled and protected, in a context of strong social cohesion and environmentally sustainable in the long term. The full participation of regional and local Governments in implementing European strategies is essential in promoting the full involvement of social partners and the civil society in general.
The intention of this project is to hold specific discussions - involving Regions and EVTA partners - to carry out research and to organise and disseminate the most successful experiences (political, regulatory, organisational) in the context of training carried out as part of local development policies and active labour policies.
Therefore a "working network" between Regions and EVTA in a framework of Mutual Learning will be created with the following objectives:
| • | To promote benchmarking as a tool for improving policies and drawing the greatest benefit from experiences; |
| • | To improve and encourage the use of methods developed at regional level to create a benchmarking structure; |
| • | To identify tools that will support policy-makers in their decision-making processes. With the help of vocational educational, sectoral and employment organizations, a |
| • | catalogue of good practices, services, tools and other available resources will be assessed and made transferable and implementable to fit the needs at regional and local level. |
