Restructuring

During decades actors across Europe faced with more and more ongoing restructuring. Public Authorities, companies, territories and trade unions have then invented responses to the problems they were confronted with.
In every case, vocational training offers an answer, short-term and vital answer when integrated after the restructuring is announced, long-term and very efficient answer when restructuring is anticipated

Restructuring: What do we mean?

A restructuring process is a business reorganisation driven by a managerial decision with possible negative impact on employment. This may include reorganisation, closure, insolvency, merger & acquisition, downsizing, externalisation and delocalisation.
These reorganisations are driven by several factors including a more open global economy, an ageing population in Europe, a continuous introduction of new technologies modifying our ways of working and the necessity to combat climate change and to reduce our impact on the environment. To limit the negative impacts of these changes actions must be developing through Europe at all levels: local, regional, national and European.

What is anticipation?

Anticipation is the capacity to have a better understanding of the future evolutions with the aim to facilitate the preparation of workers, enterprises and regions; for example concerning the identification of new skills needs or of new activities. Anticipation is first of all based on dialogue between all stakeholders.

In 2009 EVTA has led two European Projects focused on Restructuring:

The
Going Local To Respond Employment Challenges project: aims to integrate training and active employment-related policies. During one year, local authorities and vocational training providers have worked together to share their best practices aimed at anticipating company crisis situations and have built the basis for a long term partnership.

The
Restructuring Toolbox project: Thanks to recent projects, works, forums and seminars, the toolbox have been built by European researchers, practitioners and regions to:

  • present and describe more than fifty tools characteristic of the European knowledge and knowhow in anticipating and managing restructuring.
  • provide actors, professionals and researchers with a guide and a method to compare them and allow their translation into other contexts and countries than the one they have been first implanted in.
